To dream that you are starving, could indicate the actual hunger the dreamer is suffering, especially if he has eating disorders in his waking life. On the other hand the starvation denotes to emotional hunger you are suffering from. Maybe you do not get enough attention from those you are surrounded by or simply cannot find the person you could talk to.
